Varies from state to state, but in Texas, when you sell a car, you are
simply required to sign an odometer statement where you check one of two
boxes:
        1) The milegage indicated is accurate to the best of my knowledge.
or      2) The mileage indicated does not reflect the true mileage on the
vehicle. 
(or something to this effect)
In your case, you would be completely legal and compliant by checking box
#2.

I've received 9 responses and to summarize, overwhelmingly, the responsees
stated
that they see no problem as long as it's not used to cheat, e.g.
misrepresent
anything.  Afterall, we're talking about a 24 year old vehicle which is
being
made new again.

Gonna check with the State, too, but as one commenter wrote, what's the
difference between setting back and replacing a defective speedometer with a
NOS
or other unit?  Gotta point there.
