Chrome headlight rims

Hi List: 
Help please: My car will be finished in a few weeks, (TR4) but need help with 
the following seemingly simple task.
I cannot get the chrome trim rings to "lock" into place on the headlight 
buckets. I have both the wide(NOS)  and narrow rings and the rubber dust seal, 
but am unable to make a marriage with either ring. Can someone help with what 
must be a simple explanation. I have original two adjuster buckets with the 
retaining spring clip on both.
