Dave,

   1000 grit paper is too coarse. 1500 is better, or even 1200 is better,
but with 1200, it will take a little more buffing to get the shine back.
  Make sure you use a block in evrey flat area you sand, and only sand
enough to remove the dust nibs.  Check often by wiping the water away
and looking for uniform flatness. there is always the gamble that you'll sand
through trying to get things perfectly flat.
  Just remember, that if you sand through, you're looking at repainting that
panel.  Although I guess with clear, you can spot paint since color match
isn't an issue- especially since you're going to rebuff the panel anway.
  I wouldn't recommend wetsanding with the intent to buff unless you have at
least three coats of paint (clear) on the car
