Mike,
I think it is fair.  You can't ask them to eat the cost for your
installation work.  If they had removed it and re-installed it originally,
then they should pick up the cost.  These shops have to pay someone to do
that and it takes time.  Remove it and bring it back to them, and be happy
if they fix it without further charges for other parts which might have been
damaged.
