Probably can be done. My concerns would be, first, that Webers are
designed to tilt up slightly, and most good manifold faces are machined
for that--the reason is to encourage residual fuel to drain into the
engine, rather than out the carburetor inlets and into the air filters.
Reduces the chance of fire. Second, if the manifold is dropped slightly
at the cylinder head face, the angle of fuel in the well changes, which
can change the behavior of the carburetor, even when the float level is
set properly. The latter is probably nit-picking a bit, but the DCOE is
pretty much a precision instrument compared to most other carburetors.
