Clear silastic should satisfy those criteria, if the surfaces are clean.
Roughen the metal with 320 wet-or-dry, or thereabouts. The only fumes are
acetic acid (vinegar), and they don't last long. However, it can be messy,
for fine work or large areas: best to practice first.
You can clean away excess with vinegar, before it sets. You can also
separate the parts in future, although it is difficult.
