Sounds like the damper rod is bent or off-centre a little.
Swap dampers and see if the problem moves.  I had this on a
"new" rebuilt carb from one of the Big Three.  A little
measurement and TLC with finger pressure got it straight again
for me.  I was luck and it wasn't the piston that was bent up.
