When I got my TR4 the pedals were very stuck. Both the clutch and the
brake. I got them to move with a good *oomph* from my foot, but, as you
say, they got stuck.
I had to remove the pedal box anyway to get at the clutch master cylinder
(rebuild...) so I was able to diagnose it.
They were all welded together, so they couldn't be taken apart (DPO fix)--
I wasn't able to rebuild them, but I soaked them in oil and 'excercised'
all the rust out. I also drizzle oil on them regularly.
