For those who care:
This information is gleaned from the Va. DEQ web site
http://www.deq.state.va.us/mobile/mobile.html#change and a small
pamphlet they published.
Vehicles being tested. 1968 and newer registered in Alexandria, Fairfax
City, Falls Church, Manassas, Manassas Park, and the counties of
Arlington, Fairfax, Loudoun, Prince William and Stafford.
Simulated driving conditions. In most cases, emissions are tested while
the vehicle is driven on a dynamometer at only 15 mph and 25 mph.
1980 and earlier have a two speed idle test (normal and 2500 RPM)
Gas cap test. A test of the vehicle's gas cap to detect excessive vapor
leakage will be given to 1973 and newer vehicles.
Visual check of required emissions control equipment for 1973 and later
model vehicles.
Remote sensing technology. Heavily polluting vehicles can be identified
during roadway driving and may be required to report to an inspection
station for a test.
All vehicle owners seeking a waiver must have repairs performed or
approved by a Virginia certified repair technician at a Virginia certified
repair facility.
Test information and results is transmitted directly to DEQ and DMV
from computers at the inspection facilities.
