voltage stabilizer

As i have written earlier my fuel and tank gauges dont work.

I measured the current going into the gauges and found this.
Some times when i measured (with good earth) the voltmeter fluctuated
between 8-12 volts once a second. Other times it gave a steady 12 volts
reading. I am going to measure on the stabilazor to see if it has been
wrongly connected by the former owner.

But if there is 12 volts to the gauges shouldent they give a full
reading? If i switch the cables on the fuel gauge i get a full reading
but nothing happens on the tempgauge.

Does anyone have any experience of a broken stabilizator. And how the
gauges react to this.
