Sean. Recently my TR-7 sarted knocking a bit, didn't have any power and
it seemed to be running hot. My mechanic said it was the head gasket
was gone and it would be $3,000 to rebuild it. He is no longer my
mechanic. Another mechanic thuroughly tested and examined the engine.
It turns out that my water pump was bad. Overheating, I learned,
sometimes causes Triumph engines to sound like they are knocking. This
is caused by some sort of valve guide thing that gets loose and knocks
when overheated. I can't remember exactly what part it is, sorry.
Anyway, after he installed the new water pump the engine ran
beautifully. Since your friend lives in Phoenix it is possible that his
TR-7 is running too hot, making these valve things knock and his power
to lack. Tell him to check it out before diving into an engine
replacement.

If it turns out that he does need an engine, I know where a TR-7 engine
is for $350.00 (plus shipping). I think the carbs may be gunked up and
need rebuilding, because it has sat for a while. But it does run. Also
tell him to be careful who works on his engine if he rebuilds the one he
has. Triumph engines are quite different than a Chevy 350, etc. They
need a specialized Triumph mechanic to give them a loving touch.

Good luck and let me know what happens!
