I recently had a lot of trouble getting my thrust washers right. I couldn't
get any consistancy; the measurements kept changing. In the end, the
solution was to lightly snug up the main bearing which the thrust washers
straddled, and move the crank back and forward with a big screwdriver to
orient the bearing cap symetrically. Then when I torqued to bearing cap and
checked the thrust washer gap the results were consistant.
My car is a TR3, but the technique should be the same for all.
