inertia reel seatbelt - fitting

I have taken a pair of belts out of a 2500S and fitted them in my 2500S,
they worked fine in the first car and they lock up fine when held outside
the car. The problem is that they won't lock up after I have fitted them, I
guess that I am not doing something when I fit these belts, has anyone got
any ideas?.
