In all fairness, evaluating our postal system by following a mailing of
a fourth class newsletter is hardly fair. The printer sends the
newsletter for mailing. Does the printer print all the newsletters and
then mail them all at once or does he mail them piece meal. One can only
imagine how many are printed and mailed.
The post office can only process what they have. Also, they are sent
the cheapest possible way, therefore they are not treated like
first-class mail (in and out the same day). If Charles sent them all
first-class, you would all have them by now and he would be broke.
