A few thoughts:  There is a main return spring on the firewall, and a small
return spring around each throttle shaft.  These could be worn, or
incorrectly re-installed.  The throttle plate should sort of snap shut when
you release it, even when the throttle shaft is not connected to the linkage.
 Second, the linkage, espeially the little end joints that the ball of the
shafts fit into, could be worn and binding, or need lubrication.  Third, if
you didn't replace the throttle shafts when you rebuilt the carbs, and there
is slop present, this will affect the fit of the throttle plate in the body
of the carb, as well as letting air in.  When the throttle plate closes, it
should form a tight fit in the body of the carb.  A worn throttle shaft will
allow the throttle plate in the carb to be misaligned, causing wear of the
throttle plate and the carb body.  Finally,  i'm not sure this is possible,
but if the gizmo that holds the idle adjusting screws to the throttle shaft
were misaligned, or bent, you could be running out of adjustment with the
idle screws.  In summary, with the idle screws all the way out, the throttle
plate should be fully shut, making it impossible for the engine to get enough
air to run.  That is not happening on your car, and you need to figure out
why.
