I need to fix a couple of things (well, about 6 actually) to pass a   
pre-reg safety check. Two I'd like some help on if anyone can:

1) Loose steering column - diagnosis points to a worn bushing. I recall   
hearing that it's not difficult to fit a new bushing (something about   
just pushing the new sleeve in and shunting the old one further down the   
column) but the Haynes manual isn't very helpful on the actual process.   
Any advice from the Scions on the steps involved in this job?

2) I just can't seem to get the two U-bolts which hold down the steering   
rack firm enough against the mounting points on the chassis to avoid some   
side-to-side movement of the rack. The problem is keeping the U-bolt and   
the plate which goes over the rubber bushing butted up against the   
chassis mount while tightening the bolt ends. I've tried vice grips to   
hold them together while tightening the bolts but as soon as I release   
the grips they just fall away from each other by a half-inch.
