Hi, Michael.  Wow!  Twin 45s are a lot of carburator for a 1300 cc motor 
unless your friend has made other modifications to the induction and exhaust 
system.  If he (she?) has not it may "over-carburate" the engine, thus 
affecting driveability, emissions and fuel economy.  At the very least he 
should consider a free flow exhaust system, headers, and a good port and 
polish job to the head and intake runners.  Great set up for racing, 
autocrossing, etc. but not so sure about pure street driving.  Anyways, 
that's my $.02 worth.
