The TR3 starter is a different design from most starters.  It uses a
rubber drive coupling that is the mostlikley failure.  if you remove the
started and test it on the bench you will be able to tell if it is
attempting to engage.  The gear sould move twords the nose.  It is
posible to rebuild but dose require some basic skills when it comes to
replacing the bronze bushings and the amature probably needs turning. 
To check the rubber bushing you need to be able to put a load on the
gear.  If the motor spins but the gear does not the rubber is shot.  You
may be able to get a replacement part from either Moss or the Roadster
Factory.  Many have searched long and hard for replacements to these
starters without sucess.  Expect to pay between $250 and $500 U.S. if
you do find one and it will probably be in the same condition as yours.
