IMHO, Bruce is correct about the currently (no pun intended)
proposed Zero Emission vehicles. Most do nothing more than
transfer emission to the electric plants.

The primary argument that I have heard regarding this is that yes,
the electric plants (coal or oil) do produce emissions, however,
because it is only at one location, it is easier to control the
emissions.

One type of powerplant that should be given more research is the
Hydrogen engine. It's main advantage is that it only emits water!
