I make a small hole in the middle, screw in a panhead sheetmetal
screw with thick threads, and pull it off with vice-grips.

You can rig a press with a vice and a couple sockets. Find a
socket that has an o.d. smaller than the i.d. of the bushing
housing (the metal tube). Then find a deepwell socket that will
contact the edge of the bushing housing while clearing the o.d.
of the bushing itself. Rig all this up in the jaws of a vice, and
tighten the vice. The smaller socket pushes the bushing into
the deepwell socket. ASCII art:
