Most people who race on steel wheels weld a circular steel backing plate(1/4" or so in thickness) to the inside center of a wheel and drill it out for the bolt pattern of the wheel. That way if the lug nuts pull through the pressed steel of the wheels, they cannot pull through the reinforcement. I have seen this method used on brand new steel wheels as well as old ones!
