Rob,
There are a great many "California" license plates shown. The Wayland's
Meat sign reveals that the location is in Oakland, CA.
"The Pedal Pushers" http://www.thepedalpushers.com/the-ladies.html is a
club for lady owners of vintage European and American cars.
They are located in the Bay Area, around Oakland CA, (hence no Palm Trees).
No info on the Tiger in the rally.
