Steve, what model of holley is it? On the older holleys, like my old 3310 750 vaccumm (on a Chevrolet), I frequently had no-start problems occurring from foreign material clogging the needle and seat in the bowl. They have remedied most of this in the newer designs. But it didn't take much, just a freckly and it was stopped up for sure.
