Just an observation on the mounting screw.  Electrically I
certainly can't explain why it matters.

Another thought I had was the old 'what did you touch last'
theory.  Perhaps the yahoos who tried twisting the key tried
to fix it themselves.  With the key on I would check the
voltage at the solenoid.  Then I would try jumping the solenoid 
and see if the starter turns.  Then I would check the engine 
ground.  The list has had lots of ideas in the past.
