Jim,

You say that the thermostat Housing's small inlet connection to bypass the 
thermostat is blocked.

That hose is there to allow circulation around the thermostat while it is 
closed. If you have no thermostat you don't need the bypass but you should add 
a 
thermostat and unblock the hole so that the engine will get up to operating
