Chrome Rust removal

Anyone have a good technique I could use to remove rust on chrome? The
rust is thick, but not really part of the chrome, more like caked-on
rust from years of sitting.  I can scrape it off with a screwdriver, but
that is time consuming and might eventually scratch the chrome.(The
chrome is already in poor shape) Sandpaper works on the fine stuff, but
does scratch a bit, which I am trying to do without. Also, I have a lot
of light surface corosion/rust on the trim chrome that is easily removed
with sanding, that I am also trying not to sand since it scraches a bit
even with fine paper. 
 
I have tried everything on the shelf to get it of with no luck. Any
suggestions would be great!!!
