It could be some kind of electrical problem, although as pointed out by
Theo, this wouldn't explain the fact that there is no heat coming out of the
heater until the temperature goes back to the normal range. I might also
point out that there is another flaw in your argument. After a heavy load on
the battery, the voltage, if anything, goes down not up. The maximum voltage
set by the regulator is a little over 14 volts. It will not exceed that
regardless of the current load. After a heavy drain, the battery voltage
drops, which causes the current from the generator/alternator to increase in
order to attempt to raise the voltage back to its normal 14+ volt range.
