Hmm, maybe it wasn't elastic strapping, but that's what I used. >>

It's a rubber trampoline like thing.
You can replace the foam but you'll probably have to be real careful upon 
disassembly.
The carboard backing on the seats maybe be shot too.  I replaced mine with 
thin sheet metal.
