My 76 Dodge Assburn with 318 had a heat riser.
Strange option in the Midwest.  It had an air pump
in lieu of a catalyst.  Used regular gas.  I believe you
are correct, the Tiger does not have a heat riser.

Another thing to try.  Put the old starter back on.
Its a 5 minute job.  Right?  If the problem goes away
you know its in the new starter.
