That's exactly what it is. It keeps the wheel cylinder in its place
in the backing plate. No big deal. Pull the rubber dust shield
away and you should find a rectangular piece of spring steel
that the wheel cylinder goes through. Push the piece back and
reinsert the forked piece. The arch in the rectangular piece
keeps the fork in place. Now if you reversed the arch then
thats the problem. If you can undo the brake line from the wheel
cylinder, you can remove the rectangular piece and put it
back the right way. If the brake line won't come free, pull
the drum and push the wheel cylinder out the back of
the backing place. Slide the piece over the wheel cylinder
and put it back the right way.
Its a hokey way of allowing a wheel cylinder to move.
Driving it risks the wheel cylinder pushing itself out the back
of the backing plate. But I can't imagine what would provide
the side force to do this.
