Hondas (non-Tiger)

Do any of you own Hondas with standard transmissions 
that don't let you downshift into first above 12 mph?  A 
friend got curious about this and started asking 
questions.  There's some story about a weakness in the 
transmission.  I thought that only enthusiast type 
drivers might notice this, so it seemed reasonable to 
ask here.

Anybody out there heard of this?
