Step 1: Take your rubber hammer and whack the pump. The works could be stuck,
and this might free them up. There could be crud on the points, and the shock
might wiggle things enough to get it working.
Step 2: Put the hammer in the trunk. This will not be the last time you need
it.
Is it drawing current? Can you measure a very low resistance from 12V to
ground? There could also be an electrical problem, open coil or whatever,
causing the problem.
Just out of curiosity, where did you get the new pump? Victoria British
perhaps? Several of us have had their direct replacements mimic the faults of
the original perfectly.
