I seem to remember an old old CAT tech tip on this.
It seems that there are two pieces of metal that the
washer line goes through, and of course the holes
don't line up.  I remember tying a strong line to a
clothes hanger and then inserting in from inside
the car until I could see the hanger wire.  Then
I snagged the line and pulled it through.  Finally I
taped the line to the new washer hose and then
fed it back through.
