Chris:

If you still have the single system, as opposed to a dual, then be sure
that the adjusters aren't backed off too far.  Remember, in a single
system, as you step on the pedal, the shoes and the pads all have to
make contact before the system pressure will come up.  I found that I
had to adjust them just short of rubbing, then the pedal was nice and
high.
