Similar symptoms to Micheal McBeths were due in my case to corrosion and
loss of connection between fuses and spring contacts in the fuse box.  A new
fuse box worked wonders.  I also used conductive grease (readily available
at any hobby shop dealing in model railroads) to prevent any reoccurrence.
