Theo,
I've seen this front spring hanger issue repaired with both a re-weld of
the cracks, as well as doublers and added gussets to spread the load
concentration. If this is purely fatigue failure, then a complete rust
removal and repair isn't required, but you better check if there was any
rust contribution.
