Jim,
        Sounds like you have replacement carpet.  The original
wool carpet snapped down and had some "cotton rag" type of
filler underneath in the depressions of the floor board.

        It is tough to get the foam up off the paint.  Could be the
foam backed carpet was stuck down with contact cement.
Ronson lighter fluid (or gasoline) will slowly soften up contact cement.
Need plenty of ventilation when using flamable solvents.
Try not to light a cigarette or make a spark when using solvent.
Best bet is to scrape it off, sand, prime and repaint.
This also helps the rust spots on the floor (if any).
Maybe use Ospho on the rust spots before priming and repainting.
