  I think your instincts are correct.  I would be extremely cautious about 
getting mixed up with any government program.  Now I'm not in California, but 
if there is no penalty for waiting I would hang back a few years and see what 
happens.
  As you probably might guess I've been mixed up with government from time to 
time and I don't trust it at all.   Mark L.
