Jim,

Being quite familiar with that structure, I can tell you that it is the
functional structural element that prevents you from finding the starter
solenoid uncaged nuts you most grip while simultaneously removing the
unreachable fastening bolts on the other side of the fire wall,
underneath the vacuum servo.

I understand that caged nuts are currently under development test in
England.

I guess, for the less technically inclined, it could be called a
passenger foot rest. Or perhaps a LHD cover for the RHD pedal holes.
