Subject: PASSAGE OF SB-42 IN CURRENT FORM.

Dear Chairman Murray;
-I just recently sent you a hard-copy letter stating my views on
SB-42, (SMOG-II), Senator Kopp's common-sense approach as it relates
to older vehicles. I am sending this in case you have not yet received
my letter. I have sent copies to Gov. Wilson, Sens. Kopp & Lockyer,
and Assembly members Figueroa, Vasconcellos, as well as to Mr. Dunlap,
the director of CARB.
-As a life-long automotive enthusiast and hobbyist, I strongly urge
that you do whatever you can to ensure passage of SB-42 in its cuurent
form, and ignore the CARB position. I believe the CARB argument is
based on what passes for "pseudo-science" these days, and is only a
thinly-disguised objection because of CARB's potential loss of revenue
if SB-42 passes in its current form.
-As I stated in my letter, I am no "anti-Gov't." crackpot. I earned my
MBA in International Business, with a minor in Statistics. I've worked
25 + years here in the Silicon Valley and have seen first-hand the
detrimental effects of over-regulation that adds unneccessary costs to
our end-products and is of absolutely no benefit to our customers'.
-Personally, I own a 1966 SUNBEAM TIGER, a British sports car built in
England with an American V-8. The design is based on a prototype built
by Carroll Shelby in the early '60's. At that time, these vehicles had
no other smog equipment than a PCV valve. SB-42 inserts what I believe
is a measure of sanity in that any vehicle older than 25-years on a
rolling-year base is forever exempt from emissions testing, and cannot
be held to tighter standards for vehicles produced later.
-The CARB position is that SB-42 should have a 30-year rolling-year
base, but again, is just an attempt to regain potential loss of
revenue.
-In concert with many other TIGER owners, as well as with many of my
fellow automotive hobbyists in the Bay Area, I again strongly urge
that SB-42 pass your Committee, the full Assembly, and make it to Gov.
Wilson, who has publicly stated he will sign it in its current form.
