The act mentioned in the following is discriminatory, and should not come 
to
pass. I _rarely_ use my phone for non-internet purposes; the phone just 
sits
on the wall. Will the phone company issue me a refund for the calls I'm 
not
making? Didn't think so.

If it is desirous to curb phone line usage, outlaw telemarketing. At 
least
we're not bothering anyone.
