Well, you might get lucky. Probably 95% of DMV registration business is
taken care by mail. There tends to be this assumption at walk-in
offices that if you had to come to the DMV in person to take care of
registration matter, especially if it's not a transfer of title,
something MUST be wrong and often niceness is viewed with suspicion.
