The general rule is that they cannot make you retrofit safety
equipment. As someone else stated the first FEDERAL law was took
effect in 1968,.... BUT.....
Here in Washington State, any car sold after January 1st, 1964
was required to be fitted with seat belts. In the same
legislation, it stated that any car sold in another locality not
so equipped was to be given 60 days (or is it 30) to have them
installed. Interesting enough, all the laws dealing with child
safety seats reference the laws about seat belts, so, if you are
driving a child in car that was not originally required to have
seat belts, you don't have to use a child safety seat!
Our seat belt law was originally a secondary offense, just like,
apparently Westconsin, but now they can pull you over if they
determine that you aren't wearing one. I've never had a problem
with just lap belts in the Sprite.
As a side note, talking on a cell phone in a car is required to
be done using a hands free device, but it too passed as a
secondary offense.... It won't be long before it too becomes a
reason to pull ya over..
