Frank - Why didn't you think about that earlier? You either have the starter
wired backwards or you mounted one that's for a English-spec RHD car as
opposed to a U.S. spec LHD car!

A friend of mine bought a 40ft Mahogany boat a long time ago from a
guy who had both counter-rotating inboard motors rebuilt and could not
get either to start. My friend is/was an old dirt track racer
mechanic. He paid peanuts for the boat because the guy was fed up
with it. After an hour of tinkering he had a thought as he listened
to the motors turning over. He switched the starters and walla! had
both motors running. The old salts at the harbor gave the man a hard
time because this long-haired hippie fixed the boat he'd been
struggling over in an hour.
The 40ft cabin cruiser was named Mahog Annie.
