[Spridgets] advice on ebay seller

Any one know any thing about seller bugeyev8 on eBay?
 
He has a item i would like to bid on - But he seems to have a few people who
did not like his service. The main problems seems to be he does not respond to
emails and slow delivery. He has four negatives and seven neutrals in 12
months. So i am kind of wondering if i should bid or not.
