[Spridgets] voltage stabilizer

I was checking out the guages on my 59 bugeye yesterday and the
fuel guage reads very high.  I am thinking that maybe it needs a
voltage stabilizer.  I looked at the wiring diagram very carefully when
making the loom and didn't see one, but suppose the gauge would
certainly be more accurate with one.
