Try adjusting the master push rod.
Make it shorter just a 1/4 turn or so.
My guess is that it is not letting the fluid back past the bleed back hole.
It could be that the clutch and brake master rods got mixed up when the 
unit was worked on.
If your brakes are rock hard and the pedal is way up firm and high, 
adjust that rod.
