Mike,
Moving up and down is not the issue. It only takes a tiny bit of debris on
the tip of the needle to prevent it from sealing. Remove the float, remove
the needle, inspect both and blow them out with compressed air. Reassemble
and test if it will hold a vacuum when inverted.
