It seems that Eastwood has freely admitted that their product was
mis-labeled, in that the application instructions were mis-leading.
Apparently, the next stage application MUST be applied within 12 hours
of the first stage application.  The instructions reportedly
implied/stated that the next coating was to be applied after 12 hours,
or when the previously applied stuff was dry.
Re: POR 15.  It is NOT a rust converter.  Period.  And, like I've said,
I've had excellent results with the stuff, on a wide range of
applications, over the past (must be approaching) 20 years.  Like any
coating, it is only as good as the surface preparation that preceded it
(and part of my professional background includes industrial marine
coating prep & application).  Unfortunately, it is somewhat mis-named
Paint Over Rust (POR).  A lot of guys will do just that, and then wonder
why the stuff doesn't work.  But, if you read and follow the excellent,
and thorough application instructions that are packaged with the stuff
(at least when you buy it from Rustomotive Labs), you will be pleased
with the results.
If you just loosely follow the application recommendations, it is likely
that your results may be less than satisfactory.

Sort of like POR-15, it just doesn't work, it may slow the process
but rust never sleeps.
