Not quite true it simply means you hit something without having the wheels
locked up rather than hitting something with wheels locked up.
As an aside in deep snow cars without ABS stop quicker than cars with ABS
because the locked wheel builds up a wedge of snow in front of the wheel which
helps to slow the car down, while the car with ABS rides on top of the snow.
